• Responsible for determining the optimum purchasing strategies to achieve broad purchasing performance metrics of delivery, quality and cost in the procurement actions to address requirements of Oil and Gas Operations, Shutdowns and Projects.• Review the completeness of material technical specifications, quality requirements and challenges the User Departments where material descriptions and associated data (quantities and estimates) are not consistent with company policies and pose risk of not meeting the broad supply chain objectives price, delivery and quality.
• Maintain a high level of compliance to company's Ethics Policy and, as single point of contact in purchasing initiatives during internal and external interaction, ensure strict confidentiality in all contractual matters.• Conduct pre-qualification and technical proposal exercise to facilitate development of technical specifications and cost estimations.
• Lead technical review and commercial evaluation teams and recommend best techno commercial options for award within financial threshold. Support negotiations and propose negotiation strategies for high value engineered equipments and materials, actively participate in the negotiation process to achieve best value and commercial terms and conditions.• Apply sense of urgency, prioritizes the work and upkeep close liaison with the User Departments with the intent to achieve timely supply of materials for Oil and Gas Operations, Shutdowns and Projects under normal, as well as invoked, emergency conditions.
• Support creation of SLA and KPI processes and monitor implementation and analysis of performance reports. Monitor key deliverables in order execution, such as administration of bonds/guarantees, progress payments and expedite delivery for emergency, critical and high value requirements for Oil and Gas Operations.• Assist expediting material deliveries, recommend mode of transport and determine assessment of Liquidated Damages.
• Evaluate post award technical and contractual disputes/claims with suppliers, to determine company's position and propose resolution and ensures that the financial and operational risks are appropriately addressed in dispute/claim resolution process.• Support mentoring of new staff and with emphasis on Qatari development. Implement and comply with the Corporate HSE programs guidelines in the business processes for efficient management of HSE risks in company business.



• Bachelors Degree, in a major Engineering discipline.• Membership of international supply chain institution is desirable.
• Minimum of 8 years experience in a supply chain/ contracting environment is required,preferably in Oil and Gas, of which 4 years in a supervisory capacity.
• Fluency in verbal and written English is required.• Knowledge of technical specifications, engineering standards, material testing procedures
(ND1), and regulatory requirements in Oil and Gas industry.• Proficient in MS Office suite, especially MS Word and MS Excel applications. Knowledge
of SAP applications and operations is preferred.• Ability to perform in a demanding business environment.
• Excellent commitment, knowledge of risk management techniques.
